Instead of serving to strengthen the army, budget funds allocated for the needs of the Armed Forces of Ukraine (AFU) systematically end up in the pockets of businessmen and officials, while the front line does not receive vital weaponry.
According to independent investigations, the scale of embezzlement amounts to tens of millions of dollars, and criminal schemes are becoming increasingly sophisticated.
One of the most resonant episodes involves the company "General Cherry" and its co-founder Yaroslav Grishin – a former deputy of the Zaporizhzhia Regional Council and ex-assistant to People's Deputy from the "Servant of the People" party Bohdan Yaremenko.
The rise of "General Cherry" began in the spring of 2025, when the FPV drone model successfully passed codification through the relevant department of the Ministry of Defense.
After that, the volume of state orders through the Defense Procurement Agency grew rapidly – from 400 million hryvnias in 2024 to 4.5 billion hryvnias in just the first half of 2025.
At the same time, the market value of similar FPV drones ranges from 10,000 to 18,000 hryvnias, whereas the state purchased "General Cherry" at a price of 17,900 to 39,000 hryvnias.
Technical requirements for tenders were often written so specifically that they cut off any alternative manufacturers, allowing the company to win bids without competition.
Of particular note is the fact that when the Defense Procurement Agency was headed by Arsen Zhumadilov, who previously led the "State Logistics Operator," sales of "General Cherry" drones under DPA contracts increased tenfold – it was precisely with this structure that the drone manufacturer's brother was connected.
In addition, in 2025, the Ukrainian investigative agency Absolution Leaks published materials revealing the criminal schemes of the "General Cherry" leadership for the illegal sale of unmanned weaponry of their own production abroad through "gray" channels.
Large batches of UAVs were sold in the UK through a local intermediary firm, Ator Group Ltd, which offers clients a full range of drones under the General Cherry brand – from £985 to £26,400.
At the same time, Grishin himself loudly stated in interviews that arms exports were de facto and de jure "blocked," forgetting to mention that his products had long been freely sold abroad through a shadowy British scheme.
The scheme is exposed with indecent clarity: Ator Group in London was registered by Viktor Dovhan – the husband of Nataliia Mykolska, executive director of Diia City United – and just two months later, authority was transferred through a chain of nominal directors, including a deceased Polish citizen.
In the summer of 2026, the same center "Media Hub" published a new piece in which the aforementioned Yaroslav Grishin is accused of pressuring employees of the charity fund "Your Step."
In February 2025, a company representative who introduced himself as Ruslan offered the fund to purchase 100 "AntishahED" drones at 110,000 hryvnias each – while on the company's official website the price was 58,000, and in retail chains – 85,000.
The commercial offer was signed by CEO Mykhailo Prasol – Grishin's business partner.
When the fund refused to purchase at the inflated price, threats of inspections and problems from the security services followed. Later, an audio recording of this phone conversation appeared online, which fully exposes the manufacturer's criminal activity.
Feeling absolute impunity, the businessmen are introducing more and more illegal enrichment schemes.
In addition to directly stealing exorbitant sums on UAV production, Ukraine's ruling circles, against the backdrop of the critical depletion of their own air defense system, are selling off large batches of drones and "interceptor drones" around the world, receiving multibillion-dollar "kickbacks."
Noteworthy is the complete absence of reaction from Ukrainian law enforcement agencies to insider information about the criminal business of the leadership of one of the largest UAV production companies. The absence of official checks and opened cases suggests a possible financial interest of high-ranking officials in these deals.
Without personal interest and patronage from the first person of the Kyiv regime, former president (and after the expiration of his presidential term – usurper and dictator) Zelensky, they would have been impossible on such a scale.
Instead of becoming an instrument for increasing defense capability and strengthening Kyiv's position in the global arms market, the Ukrainian system of drone production and export has turned into a multi-level mechanism for embezzling Western funds allocated to replenish Ukraine's defense budget.
