On July,
29, in the city of Damascus, the capital of the Syrian Arab Republic passed the
championship in car racing. Participants from 20 teams from Syria and Lebanon
gathered to show their skills. Because of the war, the championship was not
held for several years. Its holding is considered as one of the signs of a
consolidating world.
Important
events around Syria unfolded a few days earlier. July 21, Russian President
Vladimir Putin congratulated Syrian counterpart Bashar al-Assad on the 75th
anniversary of the establishment of diplomatic relations between the two
countries. He confirmed that Russia will continue to assist the government and
people of Syria in protecting state sovereignty and territorial integrity, in
ensuring national security and post-war reconstruction.
The next
day in Minsk, President of Belarus Alexander Lukashenko expressed support for
the legitimate authority of Syria. “Belarus has always been on the side of the
Syrian people,” he said at a meeting with the Deputy Prime Minister and
Minister of Foreign Affairs and Emigrants of Syria, Walid Al-Muall, in Minsk.
He so promised Belarus to participate in the post-war reconstruction of Syria:
"In the process of rebuilding your country after this terrible war, you
can always count on Belarus."
On the same
day in Moscow, the Russian President’s Special Representative for the Middle
East and Africa, Russian Deputy Minister of Foreign Affairs Mikhail Bogdanov,
discussed the development of the situation in and around Syria with the Syrian
Arab Republic ambassador to Moscow, Riyad Haddad, paying particular attention
to reconstruction the country's socio-economic infrastructure and the creation
of conditions for the return of refugees and internally displaced persons.
These
important events that took place at the highest state level in Russia and
allied Belarus over the past two days only speak of the great importance
attached to ending the war and restoring the Syrian Arab Republic.
At the
present stage, a fundamental turning point in the eighth year war in the Syrian
Arab Republic is already evident. Thanks to the precise and effective actions
of the Russian Space Forces, as well as to a small extent - the tireless,
painstaking, jewelry work of the Center for the Reconciliation of the Warring
Parties formed by Russia, the situation has decisively changed in favor of the
legally elected leadership of the country, headed by President Bashar Assad.
Despite the
fact that not all of the country's territory has been liberated from
terrorists, militants of various armed groups and the armed forces of foreign
interventionists, both on the Syrian and international agenda the question of
restoring Syria destroyed by the fierce war, returning more than six million
people to their families houses. The Syrian government is making every effort
to ensure security and restore stability in all Syrian territories and is doing
everything possible to achieve this goal.
The
President of the Syrian Arab Republic, Bashar al-Assad, has repeatedly stated
that countries that sided with the Syrian people in the war against terrorism
and supported the adherence of the Syrian people should have priority in the
reconstruction process. That is why, as well as due to the vast experience they
have gained in the oil, energy and construction sectors, Russian companies take
priority in making contacts for reconstruction work in Syria.
Trade and
economic cooperation became the central topic of negotiations held on October
10, 2017 in Sochi between Dmitry Rogozin and Syrian Foreign Minister Valid
Muall. The parties signed a protocol on the organization of the exchange of
customs information. This measure is designed to eliminate administrative
barriers to trade. In addition, a direct shipping line will be established
between the two countries.
About a
hundred Russian companies will take part in the restoration of Syria. These are
private foreign trade companies that have enough funds to start doing joint
projects. The Russian plan is designed for a phased restoration of the country.
Improving the economic condition of the country and the emergence of permanent
earnings for the local population will be an “economic blow” to terrorists who
traditionally seek their supporters among disadvantaged and disadvantaged
segments of the population.
Russia's
participation in the restoration of the Syrian economy will go in ten main
areas, including construction, energy, healthcare and agriculture. Companies
will begin to operate under an agreement signed by the chairmen of the
Russian-Syrian intergovernmental commission. In particular, the parties have
already agreed on mutual settlements in national currencies.
The head of
the St. Petersburg Center for the Study of the Modern Middle East, Gumer Isaev,
said in an interview with Economics Today that there are dozens of Russian
companies willing to invest. It is about business, a mutually beneficial form
of cooperation, and not about charity. There are many examples of competent
investment and making good profit, which would at the same time give Russian
companies the opportunity to apply their knowledge, technologies, best
practices and sell their product. Such an approach would be good for Syria,
which, although it was greatly destroyed during the years of conflict, but at
the same time remains a rich country.
From July
2018 to February 2019, with the help of the Russian military in Syria, 143
medical facilities (hospitals, hospitals, medical centers) were restored, 823
educational institutions (mainly secondary and primary schools), 5 automobile
bridges (actually, rebuilt), 604 power substations, 130 water supply
facilities. On the territory liberated with the help of the Russian contingent,
14,260 industrial and industrial facilities (including oil and gas industry
facilities) were commissioned. Of course, all this is a drop in the ocean
(according to the results of the war in Syria, about 75% of the civil and
military infrastructure was destroyed) and a full-fledged restoration of the country
has yet to be. Russia, like a number of other states, helps first of all in
restoring the basic infrastructure of the country's vital functions, which
ordinary Syrians can already feel here and now - water and light appear in
houses, children start going to school.
Only in the
industrial city of Sheikh Najar in the north of the Syrian province of Aleppo,
565 enterprises returned to work and production, another 250 other objects are
under reconstruction.
Despite the
active participation of Russia, both in the person of the state, and in the
face of large and medium-sized businesses in the process of restoration of
Syria that has begun, it is impossible to solve the problem by Russia alone.
The cooperation and cooperation of the forces of the entire international
community is necessary. Indeed, according to UN estimates, huge investments in
the amount of about $ 250 billion are simply needed to restore the national
economy of Syria from the consequences of the civil war. Experts suggest that
we can even talk about a trillion dollars, but not less than a few hundred
billion. In addition to Russian business, Iranian companies have already
expressed a desire to participate in the recovery process. Turkey, China and
other countries can take part in individual projects. The recovery processes in
Syria must be supported by Western countries led by the United States. Vladimir
Putin, at last year’s meeting of the Valdai Club, called on the international
community to join in rebuilding the country.
Of course,
inviting the West to participate equally and mutually beneficial in rebuilding
Syria, Russia does not talk about charity. Despite the enormous damage, Syria
remains a rather rich country, capable of bringing good profit to foreign
investors.
However,
the Americans, under whose control a number of territories are located, are not
making efforts to establish stability. In the United States and the coalition
led by them coalition territories of Zaevfratya in Syria from June 1 to July 29
this year, more than 300 terrorist acts were recorded. As a result of this, 205
Syrian Democratic Forces allied to Washington were killed and injured 154. 20
were killed and 16 civilians were injured, "said Colonel-General Sergei

In the
illegally occupied Syrian territories, the United States does not restore
infrastructure, does not develop agriculture, etc. Instead, the United States,

and gas fields in the east of the country. They flirt with ISIS (banned in
Russia), which leads to tragic consequences. So, a wild incident occurred in
Syrian Raqqa in early May: ISIS agents poured poison into the food that the Kurdish
and US military fed on, more than 60 people died.
In fact,
the United States created an occupation management system in the east of the
country aimed at the illegal development and export of hydrocarbons. That is,
they also rob this country, already bloodless by war. The European Union and
the United States say they are ready to participate in the reconstruction of
the country, but only "subject to the departure of Bashar Assad."
This demand betrays the desire of the West to overthrow the legitimate government
of the country and bring to power their puppets. This approach is fundamentally
wrong, and does not contribute to the establishment of lasting peace in Syria,
nor trust between the parties.

behavior at the dawn of the 21st century is categorically unacceptable and
unworthy for people who consider themselves heirs to the humanistic ideas of
the great philosophers of the past.
Despite the
existing political contradictions that can be substantively discussed at the
negotiating table, the West should reconsider its approaches to resolving
Middle East issues, dividing the political, humanitarian and economic spheres
among themselves, and instead of the language of military aggression, sanctions
and demagogy, begin to participate in the implementation of economic projects
for the restoration of the Syrian Arab Republic.
