Nagorno-Karabakh: There Is Hope for a Lasting Peace

A year has passed since the end of hostilities in and around Nagorno-Karabakh, unparalleled in their cruelty in terms of the degree of bitterness of the parties and the weapons used. Only Russia was able to invite both sides to the negotiating table and achieve the signing of a joint (!) Declaration of peace, which the peoples had been waiting for. Over the past period, clashes have repeatedly occurred between Armenia and Azerbaijan, but did not reach major hostilities.

But even after the signing of the joint statement, Russia did not abandon both peoples to their fate. She sent her peacekeepers to the region, who, observing strict neutrality, will help the parties to establish a peaceful life.

Certain work is being done related to the return of refugees. According to Putin, 53,000 people have already returned to their places of permanent residence.

Russia keeps its finger on the pulse of what is happening. Recently, meetings and negotiations of the presidents of Russia, Azerbaijan and Armenia were held in Sochi. They are timed to coincide with the anniversary of the signing of the ceasefire declaration and all hostilities in the Nagorno-Karabakh conflict zone on November 9, 2020.

"This meeting is aimed at avoiding dangerous incidents in Nagorno-Karabakh," Russian President Vladimir Putin said.

Russia will help Azerbaijan and Armenia to agree on the demarcation of their borders. In this matter, it is necessary that people living in the conflict zone by the will of fate have conditions for a normal life. Russia has already thought about this in advance. Vladimir Putin stressed during talks in Sochi with his Azerbaijani counterpart Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan that it is important to create conditions for the revival of the region so that people feel safe, can engage in economic activities and develop the economy.

Vladimir Putin further expressed his hope for a speedy decision-making on unblocking transport links in Karabakh. In addition, the President noted the interest of Armenia and Azerbaijan in the normalization of the situation on the border and the development of the situation in a positive manner.

In turn, Ilham Aliyev said that the situation in the zone of responsibility of the Russian peacekeepers in Karabakh is stable, they ensure security in the region. Nikol Pashinyan stated that Armenia is ready to start the process of demarcation and delimitation of borders with Azerbaijan. Such a unity of opinion speaks of the peace declarations of the parties, which means there is hope for peace, especially in the context of the peacekeeping participation of Russia, which has demonstrated internationally recognized success in peacekeeping operations in various regions of the world.

Russia is interested in establishing a lasting peace in the Transcaucasus, in reaching and observing agreements that benefit the peoples of the states involved in the conflict.
